The award was presented during a dinner held in Honor of Francis Gary Powers Sr. at Beale AFB, California, on May 29, 2000. Gary Powers Jr. is the son and Sue Powers is the wife of U-2 pilot Francis Gary Powers Sr. who was shot down while on reconnaissance mission over the former Soviet Union on May 5, 1960. Joan Dempsey, director of Central Intelligence for Community management, presented the award, 4/29/2000.

Francis Gary Powers (August 17, 1929 – August 1, 1977) was an American pilot whose Central Intelligence Agency (CIA) U-2 spy plane was shot down while flying a reconnaissance mission in Soviet Union airspace, causing the 1960 U-2 incident. He later worked as a helicopter pilot for KNBC in Los Angeles and died in a 1977 helicopter crash....
